PPWR applies from today. It will not arrive alone.

The Packaging and Packaging Waste Regulation becomes generally applicable on 12 August. Most companies will read that as a deadline passed. It is the opposite — and it is not even the main event. The main event is what it lands on top of.

What applies from 12 August.

The PPWR — Regulation (EU) 2025/40 — replaces the old Packaging Directive with a directly applicable regulation covering the full packaging lifecycle: composition, recyclability, recycled content, labelling, reuse and producer responsibility. It applies generally from 12 August 2026, per Article 71, second paragraph.

But its obligations do not land at once. They phase in over the coming years, and much of the operative detail arrives through delegated and implementing acts still to be adopted. The application date does not close a to-do list — it opens a stream of requirements that will keep changing shape.

Packaging runs through your whole chain — both directions.

Packaging is the one regulated object nearly every company touches. Upstream, the obligations reach your material and packaging suppliers: what goes into it, what can be verified about it. Downstream, they follow the product out: labelling, producer responsibility, waste. No single function owns this, and no single company does either — the duties run across producers, fillers, importers and distributors.

And here is the part that matters most: PPWR does not arrive alone. The same company, on the same value chain, already carries CSRD reporting, and a growing set of product and data rules — each with its own dates, its own evidence demands, its own amendments. Many different regulations affect you, upstream and downstream. Treating each one as its own project, with its own spreadsheet and its own supplier emails, is how compliance costs explode and control quietly disappears.
